I’m looking to buy a house and would love to live closer to my parents in Larimer County to help support them. We share a 9-year-old black Labrador named Moxie. For some background: My name is Sarah Gidlewski I live in Longmont and my parents live in LaPorte. I'm writing to ask for Larimer County to implement a Voice & Sight program on some of Larimer County's open spaces & trails. Protecting public safety: We can not guarantee every dog is well-trained and well-disciplined on the trail, like Moxie. Allowing off-leash use, even through a rigorous program, has a potential to increase conflict among users. Dogs running off leash could also invite unsuspecting injury to other visitors or pets on the trail, which we want to avoid.Cost to enforcement & administration: Adding an additional use like Boulder's voice & sight program requires strong enforcement to administer successfully, which requires additional staff to provide classes, issues and track permits/tags, etc. Changing use also has potential to increase incidences of non-compliance, adding additional enforcement pressures.As a recent example, Jefferson County Open Space opened an off-leash dog open space which was very popular, but after a short time needed to be closed after e-coli was found in a stream running through it, directly attributable to presence of dogs. Negative impacts to natural resources & wildlife: It is well documented, including CSU research that examined public land along the Front Range, that off-leash dog use negatively impacts wildlife and can be destructive to habitat.
